The strategic project PLATINA4Action is part of the Horizon Europe programme and supports the European Commission in the implementation of the European action plan NAIADES III. The aim of this programme is to promote inland waterway transport as an environmentally friendly and efficient means of transport and to strengthen its competitiveness through sustainable and innovative solutions.
As part of PLATINA4Action, viadonau is responsible for the implementation of work package 1 (WP1). WP1 is concerned with policy support and development to effectively promote the objectives of NAIADES III. Specifically, the focus is on evaluating policy measures, analysing the impact of planned actions and developing new policy approaches. NAIADES III is the current European action plan for inland navigation and comprises 35 measures aimed at driving forward the decarbonisation, digitalisation and modernisation of the industry.

Status of implementation

Task 1.1 - Monitoring Policy Implementation: The report on the monitoring and evaluation of NAIADES III measures (D1.1) was updated and presented at a meeting of the NAIADES expert group on 7 November 2024. National policy measures of the Member States were integrated into the report.
Task 1.2 - Policy evaluation and gap analysis: Qualitative impact models were created for the 35 NAIADES measures, which serve as the basis for quantification in WP2 (Digital Twin). The Digital Twin examines whether the existing NAIADES measures actually contribute to achieving the defined key performance indicators (KPIs) such as modal split and emission reductions.
Task 1.3 - Agenda setting and policy formulation: Target values for key indicators (e.g. modal split and air pollutant emissions) have been defined. These values will be used for the analysis in Task 1.2. If it turns out that the existing NAIADESIII measures are not sufficient to achieve the targets, proposals for new policy measures will be prepared as part of Task 1.3.

Thanks to this work, PLATINA4Action is making a decisive contribution to creating the political framework conditions for sustainable and efficient inland navigation and achieving the ambitious goals of NAIADES III.

The project makes a substantial contribution to the implementation work package 07. Actively shape and implement European and national framework conditions and navigation-related regulations of the Action Programme Danube 2030.
